It's quite the opposite. Israel should be working with Jewish high schools in the diaspora to enable them to deliver a "double diploma" program -- the local and Israeli high school diploma. This would increase diaspora access to Israeli universities and ensure a basic common curriculum throughout the diaspora.

Let's face facts,80 % of the Russians in Israel are not Jews & have absolutely no interest in being Jews & are only here for financial reasons.
