It is that they have learned not to have too big goals and state them loudly, like they did in Lebanon in 2006. All it would take is for a single Hamas person to survive and Hamas would claim victory by saying "See, we are still here". So they keep their objectives a little less concrete, a little less definite, and a little wider, "Change the security situation in the South" and Israel can claim a victory. Its much smarter than last time.

The vast majority of Palestinians living in Gaza would permanently leave if they could. Israel has been doing everything it could in the last few years to bar them from leaving. Imagine the Strip having only a few hundred thousand Arabs instead of a million (don't believe those figures of 2 million). Israel could then retake the area, resettle it and eventually annex it.
