Venezuela used to be a popular sun destination for Canadians to visit, however there were many crimes comitted against tourists, including rape, armed robbery and murder. It became so unsafe that almost no organized trips go there anymore. Chavez is symbolic of this breakdown of law and order. Anyone with any wealth has to live as if they are in a fortress.
