Some things are more efficient as a monopoly than they are under competition. A bus company can charge much less if it has a larger customer base but also faces regulation. Also, it is ridiculous to have more than one bus company running the same routes. It causes congestion and ends up making transportation more difficult than it already is in that area of Jerusalem.

Private bus line ? Why not a private shopping mall ? A private medical service ? A private taxi company ?
