Pass a city ordiance: Each neighborhood gets new garbage cans once every five years. If cans are destroyed by vandalism or theft: The neighborhood has to replace them. In time the Haredim will develop their own police force, as they do in Brooklyn.

You are completely clueless. You have no idea what it is like being gay in Israel. A demonstration on the capital is very much necessary. These are not the demonstrations you witness on the news from New York. These are quiet peaceful non-confrontational protests. There is no vulgar displays. This is a request for equal rights.
