With oil prices back down, Russia doesn't have the money to throw around any more, but they do have out-of-date equipment they can pawn off and make themselves look good. This is nothing new. Back in the '90s they also gave the Pals armored vehicles, which Israel took out when intifada #2 started (along with the Russian supplied choppers that made up the "Pal Air Force"). What the Russians can't do, however, is help the Pals become successful and independent. Only the Yanks do that.
