A few years ago in Istanbul, I saw huge placid street dogs, in tolerable condition laying around the streets half asleep not bothering anyone or each other. I also saw people waiting in a perfect line for buses. It seems the temperment of the people influences the animals. Not surprising the animals are so aggressive in Israel.
