This is what's happening to many Iraqi women. Under Sharia law, women are expected to remain at home and few have marketable skills. Since Hamas created this situation and they have ample funds, the honorable thing for them to do would be to set-up a fund for widows and be prepared to support these women and their families. $3000 to support two dependent women and their children doesn't sound like much of an incentive. Shouldn't uncle Ahmadinejad offer help to these needy women? Where is Iran when the Palestinians need help?

If I get $3,000 per person, per month, heck, I can just buy one of those big illegal mansions that they are building in Beit Safafa and set them up in a room.
