Rioting always brings out the worst in people and the police know it. They will do anything to restore order and keep the situation from escalating by subduing those deemed most threatening. Protestors who hurl stones should not be surprised if they receive a canister full of tear gas in their faces. Marching with flags should not be considered an incitement in your own country. I have seen on the news many times that Palestinians raise their flags even in Israel and they never require police protection. Something is wrong with this picture.
