Israel is under no obligation to provide its sworn enemies with free medical care. Educate yourself: there is no occupation in Gaza. Israel removed all its military and civilian residents 4 years ago. In return, instead of building a nation, the people of Gaza elected Hamas as their leaders and launched a war on Israel. THIS is the reason for the blockade. If Gazans will return Shalit alive and well and stop their acts of terrorism against Israel, they can enjoy peace and prosperity. Israel has many fine NGOs that do great work and Israel's hospitals do many at cost. Palestinians are one of the main benefiters from these groups and Israeli hospitals, not just in Gaza. But treatment is not a right. One returning Israeli I knew did not qualify for treatment even though she was severely ill, and had to fight for everything, it was too late for her though. Why do Palestinians in Gaza not look to Egypt for their medical needs ? What is the status of those in Egypt getting help, how many? And why not more?

Information for treatment - this actually sounds like a fair deal to me. If Hamas doesn't want to give out information to Israel, well then - nobody forces them to get hospitalized in Israel!
