From this article, it's impossible to say what else was included in these congratulations. But at such a time it's not appropriate to exploit the occasion to promote an agenda or a controversial policy. So whereas the US, Egyptian and Russian congratulations choose the occasion to push the "peace process", China chose only to focus on Israel's accomplishments and offer a wish for closer ties. That's how it should be done.

There are over 20 countries where Arabs have a predominantly Arab culture. There are over 50 countries where Muslims have a predominantly Muslim culture. There is ONE country with a predominantly Jewish culture. Arabs will find no peace if they seek to make Israel another Arab Muslim country.
