You're most certainly confusing citizenship with property rights. To get Israeli citizenship automatically you must be a Jew - you know, a member of the Jewish national/religious/ethnic group? Whereas when one is already a citizen (you know, like all the Muslim Arabs, Christian Arabs, Druze, Bedoin, Circassians etc) one can live and buy property wherever he wants.
