You cannot prove unless you caught red handed, IPs can be assigned to a group of users, for example in my server they assign to 100 or more user a signle IP despite it might be individual branching, a kind of IP sharing like you use a few computer linked to the same Internet IP

Although IPs are assigned dynamically it is possible to trace users by using some software up to the individual workstation. Also Tayfun kardes, ponce the workstation is captured the information inside its disk will also become hard evidence.
But if you are a supporter of the terrorists then you will always find something to excuse them.
