When a tourist enters a country under false pretences and part takes in terror supporting activity, they are considered an enemy of that said country. That same country has every legal right to defend its self. When warnings are given to disperse and the terror tourist does not they and they alone have taking their lives in their own hands. Tom Hurndall was a criminal by his own doing and entered Israel under false pretences and endangered Israel. He should of been hung by his own countries ruling at the crimes he committed.
