Despite your logic (if there is any) there really is no complex planning to taking a bus to an Arab neighborhood with a loaded gun, with the intention to hurt people. The Israeli government is making no attempt to enforce its own laws when it comes to illegal Jewish settlements, and precious little when it comes to settler violence against Palestinians. It does not seem unreasonable for the Palestinians to think that when it comes to Jews committing crimes against Arabs, if they do not take the law into their own hands, Israel will not enforce it.
