I have a solution to the problem as lived in london for most of my life before making aliyah we never had an eruv. Why not take down the jerusalem Eruv this way they can not pick up the stones or anything else as would mean they are breaking the shabbat. Anyway throwing stones is not allowed on shabbat and am sure they caused damage so in other words most of these charehi broke their own rules. It is a small group am sure who caused this problem but the Rabbi's can not ignore it and should punish those who desicrate the shabbat. Any way it is better there is a parking lot open and manned by a no -jew then not having one and making these people drice around trying to find a parking space. As if someone was drinig and asked for directions it is better to tell them so they get to their destination quicker and break shabbat less then ignoring them and making then drive around longer.
