The US has no right to dictate to Israel on what or where it can build in its own capital. Oslo divided Judea & Samaria into areas ABC Some areas under full PA control Some areas under full Israel control Some areas controled by PA but security adminstered by Israel. Jerusalem was always exempt from the rules which goverened Judea & Samaria and there were no building restrictions.
