Israel has made many steps, from leaving Gaza, to opening road blocks to PA troops etc etc etc. The only step Arab states will recognise is when Israel leaps into the Ocean. They dont even recognise when they'be been beaten to a pulp.

This is a stalling tactic. Israel gave back Gaza with a working economy and infrastructure and the world did nothing. Hamas took Gaza over and turned it into a missile shooting slum and and the world did nothing. What else should Israel do to get the world to take part?

Israel has left Gaza, created the PA autonomous zones, removed checkpoints, etc. etc. The Arabs have? --I am not sure. Now, a "BIG:" concession is they will allow planes to fly overhead!!--That is a no cost concession.
