Under the fineprint in the 95 Israel/PA agreement, Israel can only take land temporary for military security issues without PA ok and this over rides Israel laws. So continuing to build on land taken before 95 is legal but would stand in way of restarting peace talks. E. Jerusalem is another matter since it was not directly covered in this and there are other legal issues.
