The settlement issue is just a way for the U.S. and the arab states to blame israel for not progressing on peace talks, and to get more concessions from Israel. What difference does it make if Israel builds anywhere it likes. It has already proven that it is willing to remove any settlers from their homes. So once the final borders are negotiated, it will be those that built there who will be forced out. So the respective governments can negotiate however they want without concern for where they are building.
