A "conspiracy" means a combination or agreement to do something illegal. Opposing someone's candidacy for head of UNESCO (or supporting a rival candidate) is not illegal. Whether he is secular or not doesn't really make a difference. What he said was narrow minded and bigoted. It should be an obvious disqualification for a job like this. The fact that he tried to back track and say that he didn't really mean it when he was up for a UN job only made things worse.
