Israel agreed to honor all Ottoman/British land titles when it became a state and "A" Mandates disolved. Even under Mandates which gives RoR to Jews they still had to buy land. Israel sidestepped this by declaring refugee's lands abandon and then claim them for the state. Any new settlements since 95 are illegal under 1995 agreement which overrides Israel's laws, land can only be taken for temporary military use.
