Far from being a failure, although it is somewhat embarrassing, this is a triumphal success. The first line of defense against terrorism or crime is the alert citizen. In this case, an alert citizen saw something that was clearly suspicious and responded appropriately. Even the local police appear, from the article, to have responded promptly and effectively. This kind of ad hoc test is what really puts local authorities to the test unlike "exercises" where everyone is following a script. Now, yes, someone needs to compensate the business people who were harmed by this, but this was not a failure!

Fake or not, if you live here it is not funny--just ask anyone who has been a victim. What is equally disturbing is those who took advantage of the situation to Not pay their bill. This is theft people and you should be Very Ashamed--not only for stealing, but for using a bomb scare to do it. I guess Israel is really becoming a "westernized" country.
