As I'm given to understand UK law, somebody has to swear out a complaint with specifics against some particular specific person. Perhaps nobody has come forth with that kind of complaint. It would require work that Israeli officials have not yet done. Maybe you should approach your government and ask if they have yet done the work. Things don't happen automatically in any bureaucracy. You don't get results by complaining, you get them by properly completing the paperwork, frequently in triplicate. Your government had a full year of planning the Gaza operation. This should have been factored in as much as the timing of the air raid on the graduation ceremony.

It could actually be very easy just to amend the law. It's not all or nothing, simply require, as has already been suggested by other Israeli legal analysts, to make it a requirement that in cases of Universal Jurisdiction and War Crime warrants it be required that the Attorney General or someone higher up has the final call.
