It isn't going to be rebuilt. Iraq remains formally at war with Israel, and Israel has existential issues with its neighbors and sworn foes developing nuclear capacity. However, if Iraq does sue, there is nothing to stop Israel for suing Iraq for damage to property incurred when Saddam launched all those SCUDs at Israel in 1991/1992. Not to mention suing Iraq on behalf of the Jewish people who were forced to flee and not permitted to take their property or bank accounts. There are always two sides to every coin.
