It was not just too foggy, but it was also icey. That weekend we had snow in those mountains around Mexico city. I guess Mr. Saba authorized himself to take that fly from Toluca airport, which is the airport for private planes. I don't think officials would have authorized the flight. It's so close that he didn't need the helicopter, just a 20 min ride..
