Take a look at the definition you quote - it very clearly defines that the oppression has to be conducted by one "racial group" over another "racial group". So let's ask the relevant questions: are Israelis a racial group, and are Palestinians a racial group? Israelis are NOT a racial group. There are people of many races who have Israeli citizenship - Jews whose ancestors were Eastern European, Jews whose ancestors were from the Middle East, non-Jews who are family members of Jews (i.e. if a Jew married someone of Indian descent), Bedouins and other Arab minorities who arguably do not have a different racial makeup than many Jews of Middle Eastern descent, Ethiopian Jews, etc. etc. Ergo, there is no ONE racial group that defines Israelis. "Palestinian" is NOT a racial group, it is a national identity. There are Muslims who are not Palestinian, there are Arabs who are not Palestinian, there are Christian Palestinians, and there are Israeli Palestinians (people who share both an Israeli identity and a Palestinian identity in the same way that there are people who, like myself, hold both American and Israeli citizenship) - and all of their ensuing racial backgrounds. So is the situation apartheid? Absolutely not.
