Not trying to defend scum-bags, but I wonder when bribes are normal in some countries and in certain situations? I've read reports by aid workers that bribes have to be paid to certain officials, in certain countries, to get aid - food, clothing, other materials - for poor people into some countries. NOT saying this is right - just wondering if these dealers might be used to paying bribes, in some countries, just like aid workers do?
