The judges from the supreme court and on down hand out light sentences for grave offenses, such as hit and run, rape and even murder. Even more so for petty crimes.
With a system like that, it's not wonder that the norms in society are deteriorating, because no one is seriously punished for anything. Time to bring back deterring punishments!
