We do not have to accept anybody. Giving somebody citizenship is strictly an internal matter that NO nation or organization can force. I will use the 'Palestinians' as an example. They are now third and even in some cases fourth generation 'refugees'. Born in a variety of countries and except for Jordan not allowed to become citizens. It would have been very cheap to set up, we could have taken the PLO out the picture. The deal could have been worked out on paper before it was even presented to the PLO. I am sure if the palestinians had been presented with this offer and told you can decide if you want to accept this offer through referendum most of them would have agreed which would have destroyed the PLO powerbase making it impossible for them to reject the offer. I think the settlement movement would have agreed to give a limited amount of land to Jordan if it would involve them taking in the palestinins.
