I'm not sure about the cost effectiveness part of this. The Defense Ministry and it's chosen contractors have a vested interest in the fence and like everything else associated with Barak's little empire politics first. Still, even if you grant that the fence as helped, it still is questionable whether all it's sections need to be completed. The big loops to separate Ariel and Gush Etzion from the rest of Judea and Samaria are expensive and controversial. They also may contribute little to security. Shame to waste any more money on this project, despite that fact that Barak's friends will lose out on some lucrative contracts. The labor party will have to survive without that additional theft from the public.

the fence should be at the Nile and Euphrates rivers, real borders of Israel and at the edge of the Arabian desert in north Arabian peninsula to prevent the Arab hordes that will be returned to their homeland to ever get out again
