A deal done by Obama get the US & Russia to agree to cuts.
These things are all cold war era bombs past their shelf life which both countries want to decommission anyway so its not like Obama has been doing any revolutionary deals which only he could pull off as he would like us to believe.
Both countries are developing new nuclear weapons technologies anyway to replace their aging stockpiles as technology improves.
When Obama announces that both the US & Russia are going to end further nuclear weapons
If he wants to do something revolutionary then he will do something about Irans nuclear weapons program and the only way to do that is through air strikes.
He would stop playing the sanctions game which has been going on for years.
His unofficial policy is accept Iran will get nukes then hope his charm will encourage them to give them up
