As usual, "Rule of Law" means deprive Jews of their rights while rewarding Arab law-breakers.
The Jewish residents of Gush Katif built their homes legally with full support of Israeli governments. One day the government passed a law allowing it to destroy these homes but also promising to rebuild them elsewhere.
Needless to say, the Jews are still living in squalid refugee camps.
In contrast, the Arabs illegally built houses in green areas where the Turks as well as the British and Jordanian occupation forces forbade building. Now Barkat, instead of imposing the Rule of Law with an Iron Fist, wants to reward the law breakers and give them land.
As a note, yesterday when some Jews tried to build a small synagogue, the government sent a battalion of YSM stormtroopers to destroy the structure, steal private property and beat some children.
