There will never be a contiguous Arab state in the West Bank. Rand McNally may be fond of showing the West Bank as a single unit, but the Arabs directly control only the Jenin, Shechem/Nablus, Jiljilya, Jericho, Bethlehem, and Hebron H1 blocs, and as Eitan from Qatzrin points out, UNSCR242 and Article 49 of the 4th Geneva Convention give Israel a mandate to control security and allow Jewish residence in these areas. The fact of the matter is that Arab emigration from the West Bank is up 30% over the decade, as Arabs rejoin their families in Jordan and elsewhere, given the disruption the 2nd intifada had on job security. The only Arab government that could emerge from the West Bank enclaves would bear resemblance to the Kyrgyz/Uzbek/Tajik border, reflecting the weak states and civil war that wrought destruction on that region.
