I agree wholeheartedly with the first two parts of your proposal, but the third, bluntly, can politely be described as Transfer, and less politely as ethnic-cleansing-by-bribery. It ain't gonna fly. You would find that a large proportion of the population were not open to such bribery, and so you wouldn't really resolve the issue.
