I think it takes alot of courage for Fayyad and Abu Mazen to make these kind of declarations, to chose non-violence over supporting an intifada as in the years past. Especially as those in society may feel that is appropriate. I think this is a positive step in the right direction.

If they declare they are not for an intifda but secretly fund terrorist groups, then there is nothing courageous here from the PA. It would be business as usual. If the PA actively worked on building institutions and security cooperation with Israel, then this would be a step in the right direction and a reason for more pressure to reach concessions on both sides. However, despite the right track of building a State, the goal of the "palestinians" to return to 1967 lines, gain a foothold on Judaism's holiest spot, and pour Arabs into Israel proper will eventually lead them to a dead-end. No concession has been received from the "Pals" yet and they are long over-due.
