Peretz was quite different than ordinary defence ministers.For example in order to be really good Defence Minister you would require a civilian to fill the position he was assigned and take the army to achievement. But Peretz was quite effective his effects spil over even other side. In fact when you assign Peretz to Ministery of Defenece he was so effective that enemy need not have any Defence Ministers, even they will not need a chief of General Staff as Army Commander, Peretz will fill all positions at once. He will fill the gap and Israeli army kill each other with friedly fire. Lebanon-II or Cast Lead, in both cases IDF and the political echelons haven't realized yet that fighting a militia / guerrilla is VERY different from fighting a conventional war. Strategy and tactics have to be different, for them to succeed on the ground. The real capped binoculars aren't Peretz's, they are a collective failure to adapt to the nature of the enemy.
