Small outposts and settlements so far out there is no chance of them being connected to Israel physically or will take years to grow to substantial size should not get the investment. The major settlement blocks, the Golan and especially Jerusalem should be the priority. Israel should remember it doesn't have a large population. Probably if you take the arabs and non jews out the picture its 4.5 - 5 million jews and that includes the young & old. These are the most important areas tactically. We also don't want to abandon the rest of Israel so we can build all over Judea and Samaria. Tactical building creates less problems politically abroad and makes it easier for Israel to justify. It also means that if an arab entity is created one day the removal of jews from their homes is minimal. Lets use our brains here. The settlement movement really needs to start thinking tactically because idealism alone will damage their cause but do it right they can win.
