If someone points a gun at you and pulls the trigger, it is a crime whether the bullet hits you, misses you or the gun jams. The fact that a missile was fired is the key. It does not have to hit anything; the act itself merits retaliation. Besides, the people who live in the area are traumatized -- having endured this for nine years now.
