...that the authorities will use the same diligence in retrieving archive footage to vindicate the innocent who were home alone (w/o an alibi) during the act of a crime as they would to find footage of the same person had he or she committed the crime!

Wow, what a complicated way of dealing with crime by plugging into the private sectors existing cameras and then being able to respond. WAKE UP. The point of cameras is deterrence and realtime monitoring. My suggestion would be to sack 1000 so called officers and use the money to build a proper network of camera manned by intelligent civilians who can alert police to trouble before it gets out of hand.
