and it failed. it is not enough to simply "prevent incitement". that is a passive behavior. abbas has to promote peace, promote acceptance of a two state solution, and promote recognition of living in peace with israel as a jewish state. these are the demands that should be made of him. we need to hear a desire for peace, not simply a grudging willingness to sign a treaty with a country whose name you can barely bring yourself to utter and whose existence you refuse to accept, simply so that you can plan for the day when you can use your gains from 'peace' to start a new war.
