Couldn't some group(s) start a fund to raise money to ensure cameras are installed throughout the cemeteries that are being vandalized? Also needed would be a group to review the captured images and store them on computers for future use. If vandals were to damage my family's cemetery, I'd want some sort of cameras watching all the time - if the damage was frequent.
