Only datim and haredim could classify fully as "religious". What, masortim keep 1 or 2 mitzva, and even that varies according to season - would you call that religious? They are counting from 20 up. A normal survey would have included the entire family, and given the difference in family size, the Chareidi propportion should be higher, and the secular lower. Oh, and it was actually 41.4, and the Chareidi sample size is too small; at times they had to put the Chareidi result in Perentheses.
