After what happened last weekend, sending another ship to play games with Israel is a form of harassment. These "activists" are in it only for the show.

If they comply by docking at Ashdod, inspect and supervise the off-loading of the cargo. Prepare in advance a legal document which states the blockade status of the area, the state of war that exists between the two countries and the prohibition of the boat from proceeding to Gaza. State clearly the legal grounds on which Israel makes its position. Also, state clearly where they are not permitted to go beyond. Mark off with buoys or whatever and of course follow them. Give a copy to every person on board and get your diplomats to deliver copies to the Irish PM, US, EU and UN the same time the activists are getting theirs. State the consequences of failure to comply. Hand it to them AND read it as well, in front of cameras. Film the entire thing. Thereafter, leave it up to them to decide what to do. If they choose to not comply, DO WHAT YOU HAVE TO DO. Don't even think of arresting them or seizing the vessel. Just damage it so it takes in water or can't move and have your rescue people and equipment on hand.

Ship should submit to open inspection of the entire ship for contraband BEFORE being allowed to dock at Ashdod. If there is ciontranband onboard, SINK THE SHIP. Otherwise, it should be boarded by either an Israeli or neutral pilot and allowed to proceed to Ashdod. A means of offloading and distribution of the cargo is already in place.
