The Hamas interest in keeping Shalit to portray Israel as helpless and weak. They do not mind their own prisoners living in luxury in Israeli jails. All Israel has to do is start annexing territory in Judea and Samaria together with massive building of Jewish homes. When they see they are losing something tangible, the Hamas will release Shalit. By choosing not to annex territory and build Jewish homes, Netanyahu is consciously condemning Shalit to a life of Hamas imprisonment (unless he is already dead).
