While it is true that a purely optical camera will not be able to see anything secreted underground, a satellite equipped with ground penetrating radar can "see" into the ground a fair distance depending on composition of the material being penetrated. That is why synthetic appeture radars have detected ancient water courses in the Sahara even though these are buried under the sand. Besides, this satellite should be more than able to monitor traffic into and out of Iranian sites regardless of day or night or weather.

Iran also maybe close to shoot down satellites based on China doing so 3yrs ago with only a modified medium range ballistic missile or US 2yrs ago with SM-3 missile fired from a cruiser.

The thing was delayed in it's launch because originally the US was going to veto Israel having it because they were concerned it was to advanced and is still considered one of the most advanced in the world.
They didn't want Israel having such

I guess the current administration kind of overlooked the fact that it means that Israel and the United States share something highly technological in common.

NASA spends more on some individual satellites than Israels space agency gets in 2 years as its entire budget.
I agree Israel is not even in the same league as the likes of China but considering China is the second richest country in the world right now I think that what Israel has achieved with such a minute budget its not bad.
It also especially impressive because Israel has the capability to both build and launch its satellites which is a capability very few have.
