Israel might gain favor from the West in delegating ship searches but it would give a propaganda advantage to Hamas. And it would certainly weaken the security of Israel as experience has many times shown the failure of such exercizes, One has just to remember the fate of the international observers at Gaza border & the the UNIFIL army unable to prevent the most serious violations of the UN security council resolutions in Lebanon. Or look at the inability of multinational fleets to stop piracy commited by the Somalis. If the ship organizers were to find new ways to transport dangerous materials not covered in the minutia of the rules of operation of the UN you would need months of negotiations to correct a new loophole in the searches.
