In cases of this kind, if I'm a decision maker, I see that who must sent to prison, the victim, not the fraudster , why?! In order to make people more alert :) because good people don't like to go to prison, while those who engage in such heinous acts, any penalty will not deter them as the saying goes, the dog's tail is crooked even if we put it in hundred casts !! people's attention and vigilance, that will stop them !
