The problem with tunnels is that once an explosion goes off inside of them it tends to focus and direct the blast waves to devastating effect. And we should learn from the US with it's fight with the Empire of Japan during WWII. The difference between WWII and today is that people understood that civilians are responsible fir their government's actions.
