There is no way that anyone lands up in Shuafat refugee camp by mistake, without going through a checkpoint (although the camp is within Israel's self proclaimed limits of Jerusalem). If the confused rabbi landed up in any camp it might have been Kalandia, which you can get to through a checkpoint that where you are usually not stopped, but not without seeing the separation wall and noticing that you are driving into a Palestinian neighborhood.
